This was Putin engaging in an attack on the US with the (maybe explicit) agreement that US policy would be changed. The men he met with were the head company doing the Exxon/Gazprom project and the head of a 3rd gas and oil project being done near the same island off the coast of Russia. Oh and they both just happen to be in Putin's cabinet.
