I'm sure that some Americans have been killed in the air strikes on ISIS positions, since he knows that there are some citizens who have joined ISIS in Syria. Has he gotten any warrants for their arrests? Sent any FBI agents to Raqqa to arrest them for trial? Nah.

The source of that story about Biden skinny dipping is from Ronald Kessler. Usually a good writer, but known in a few occasions to go with stories like that without any verification.
Every book ever written has mistakes. But experts are supposed to get the main things right, and reporters generally follow through when someone tells them something. Too often, Kessler seems to have listened to his sources, written their words down, and then simply printed as fact their allegations or observations without checking on them.

How many warrants and arrests took place from 1861 to 1865 against the members of the confederate army? How many against Americans who joined the Wehrmacht in WWII?
I will keep an eye on him. There was once another up and coming charismatic fellow from San Antonio - Henry Cisneros. I knew his wife and found her to be a bit arrogant and dismissive toward other Latinos. He was Clinton's HUD Secretary, but was grounded when he was caught paying off a mistress. Castro, so far has a better personal record and may go further than Cisneros did.

US citizens who joined a hostile foreign military with the intent of waging war on the US are fair game. We killed them when we could....and without "due process".

You seem to be under the impression I think Obama was the first president to violate citizens' civil right to due process. He wasn't. He's just the one you vigorously support for doing so (presumably due to his party affiliation).
