Because Trump said Mexico was going to pay for the wall and now he is making taxpayers pay for it.
1. Trump campaign documents online made clear that Mexico paying for it never meant that the Mexican government was going to write a check. It was to be involuntary reimbursement via various means, mostly in trade.

2. Mexican nationals in the US illegally cost taxpayers more billions than the highest estimates for the wall.

Hi Emily. If Trump meant for Mexico to pay for the wall via involuntary reimbursement, why didn't he wait for that to happen? Why did he get impatient and demand that the wall be built right now?
Isn't it interesting how Trump rails against undocumented immigrants one minute, and then hires them to work in his hotels the next?
Do you think Trump calling for this national emergency is going to help him or hurt him in 2020?

Lefty didn't understand what Trump meant.
I'm pretty sure they willfully chose not to understand because it was quite evident that Trump didn't expect Mexico to write a check. ... ... ...

Yeah, I thought that was obvious, too. His campaign website gave the generalities of how Mexico was going to pay. But you know the old saying, "Nobody ever went broke overestimating the stupidity of the American people." In hindsight, Trump should have been more explicit on the campaign trail so as to avoid just the sort of confusion and criticism coming now.

The idea was to allocate government funds to build the wall and then use means to secure or retain monies that otherwise would have gone to Mexico to cover the cost after the fact. The better question than why he's impatiently demanding that the wall be built now, imo, is why he was so patient that he didn't demand the wall a couple years ago when he got a budget from a Republican-controlled House that didn't include funding for it. The answer, I believe, is that he was trying to be cooperative and conciliatory in the hope that congress would work with him broadly. Ultimately, that turned out to be the wrong play.
Hypocrisy in politicians is nothing new yet always disappointing. More so with Trump, in a way, because he was the outsider non-politician. I never really expected anything else but many did. Generously, one could say that Donald Trump doesn't personally hire cleaning or grounds people and such and so never personally hired an illegal. Still, Truman's "The Buck Stops Here" applies. He should have gotten his own house in order.
I believe his declaring a national emergency would help him in 2020. It would demonstrate a commitment to principles and to serving the will of the majority. Regardless, Trump's prospects for re-election are dim. He'll probably face a primary challenger who'll rip into him badly. That challenger will lose, as they always do, but will diminish support for the sitting president among the swing voters, as they always do. Combine that with the major media's influence and basic demographics, and Trump getting 4 more years isn't likely no matter which woman the Democrats choose to run. He'd be smart to bow out, but probably won't. What do you think?

OK. So, Kamala Harris has promised to give African-Americans "some kind of" reparations for slavery. I better go to her website to find out exactly where the money for these reparations is going to come from. I'd hate to see her go back on her word after she is elected, or get the wrong understanding of what she means.
Maybe she doesn't mean reparations of money. I need to investigate her campaign promise. Politicians will say anything to get elected.
Getting back to Trump, I think he knew the border wall promise was just that---nothing but a promise. He knew his base wanted a wall, so he dangled that in front of them to get votes. And it worked. But, then his base started demanding he keep his promise. And he knew there was no way he was getting any money from Mexico.
So, looks like the American taxpayers are going to pay for it.
P.S. I don't believe Kamala Harris is going to negotiate any reparations for African-Americans. I hope other voters are wise to her also.

I will not be supporting Sen. Warren. I don't generally like HuffPo but I heard about Sen. Warren's proposal and looked for a link to it.

She's been talking about reparations and eliminating the Electoral College lately. She sees the early polling and the early primary schedule and knows she has to get more minority/POC support to have a chance. Now this:

For the most part it has served us well. When the country is pretty equally divided as it is,shiite like 2000 and 2016 happens. Restrictive voting laws are what need to be abolished.

I was unsure about Nancy, but she is training younger Democrats to take her place. Many moved into Leadership.

But we absolutely need a strong woman to go up against the foggy bottom, stuck in the 1950’s white men. That is all Republicans have left and it is time for them to become as extinct as the Dodo bird.

That is not to say there are plenty of older men who are just as progressive as I am. But I can assure you, not as many as we need. Their brains seem to calcify as they get older.

I want a younger,agressive,one who knows what he is talking about.

Lord knows I am sick of the lying, orange man we now have.

But this too, shall pass. I am just happy to be here to observe. 108 women in the House, most Progressives, like me.

Restrictive voting laws need to be abolished? How about historically democrat racist Gun laws?
