Here's a little knowledge, I once watch a police chase that went on for quite a while where many laws were broken, but in the end the chase was successful and nobody was harmed. The officers were hero's.

Now turn that chase around and someone other than the criminal is injured or killed, would you be talking about the officer and their risk or would you be talking about how they broke the law or policy?

The hurricane was an "act of God." The fact that the levees broke as had been warned about repeatedly was not. The fact that responders on the ground didn't have interoperability in their communications, which seriously hampered rescue operations, had nothing to do with a deity either. The fact that the administration launched a massive government reorganization, one of the largest in history, which included moving FEMA into the Dept. of Homeland Security and reducing their budget was also a human decision that greatly hampered rescue operations and preparedness exercises before Katrina hit.
