A type of bullet which would be needlessly reclassified. The ball ammo is a good round, its why the military uses it. However, it is also not an end all be all. ANY rifle round easily serves the same purpose, if not more efficiently, as the M855 serves, in terms of ballistics. There's simply no need to reclassify this specific round, without some underlying motive, when any other caliber would serve the same purpose. So then, what's the reasoning?

It was an ATF decision back in 2012.

The proposal cited the Law Enforcement Officers Protection Act of 1986 (P.L. 99-408, known as "LEOPA") and referenced discussions with law enforcement agencies across the country about whether "green tip" ammunition could reasonably be construed an exempt form of sporting ammo under the 1986 guidelines. The publicly available document noted that handguns made to employ the potentially affected ammunition were not available to civilians at the time the exemption was initially granted, and that the ammo type in question did not appear to meet the standard for a sporting purpose exemption:

It's not a matter of has it, it's a matter of will it. Which is what I speaking to. As it is right now it has not been reclassified, but it there is a movement to reclassify it. Needlessly in my opinion. Quite frankly it's bad for business, the XM193 tends to leave a much larger exit wound when I shoot a coyote with it. It's not as easy to get any cash for the pelt that way. There's other rounds out there, but they just as messy and not sold it bulk.
