As I have explained repeatedly, I reject your question out of hand due to the sheer stupidity of it.

No explanation is needed. There is one reason and one reason only a person cannot vote in a primary...but can vote in the general. You know the answer, yet you continue to insist I give in to your demand that I explain what is obvious to any aware political poster.

Several things can, being a felon is one of them. Others are party affiliation/non-affiliation, residency requirements, and registration issues.
