I'm pretty sure that a surgeon has a right to decide a sex for a child. Cause the doctor is a scientist who rests on the biological facts about the physical qualities and the genes of a child. So he can choose better.
I'm sure that the humanity will realize soon that the transgenders must be healed, not accepted. Cause a human must have that gender which his biology tells him to have. It's not the society, it's mother nature to decide.

I certainly don't think the surgeon has the right to "decide" what gender to make the child. On the other hand, they should certainly advise the parents of what would be the most beneficial ( in terms of the existing physiology) to make the genetalia. For instance, if you have a working penis and testicles , but not a uterus and no ovaries but have a vagina, it would make more sense to operate to change the baby to look fully male since the parts that actually make a woman a woman - uterus and ovaries arent' there anyway. But, certainly the surgeon should not decide that on thier own. If the parens are like do what is best and the surgeon does that using the existing physiology as best as they can... then that is acceptable too.
ETA - this assumes though that there is something non-functional or necessary surgery to make someting functional. I know a person whose child was born with both a penis and sort of a vagina but not a complete one and no uterus. But, there was no ureter in the penis, so the child could not urinate through his penis and was urinating through the urethra. In that case, they made the penis functional, and closed up the urethra and not fully formed vagina.
Short of a functionality issue, I think that the child should be left as is to decide for themselves at a later date.
