Not my area of expertise, but I assume you interview people the person associates with, check their stories against intelligence gleaned from your agents and the media, maybe observe them surreptitiously, check the still extensive (destruction notwithstanding) public / government records, etc.

Seriously? These countries are crawling with covert, Arab (or other local ethnicity) CIA agents and prisoners are routinely captured by special forces and their allies. Not to mention the refugee camps that American allies administer.

How many of them? Are there enough intelligence assets to accomplish their own missions and spend time vetting refugees? Having been on the ground in some of these places, I can say with certainy, no.... there's not.
Hiding jihadis amongst refugees in order to attack Westerners in our own lands, is an openly stated strategy of ISIS...... you're just not listening to them. Better not to let them in in the first place. Simpler, cheaper, more effective.

I watched protesters in Ferguson wearing masks live on tv shortly before they "burned the city down".

Getting refugees safely into the U.S. should be the top mission. Sure, ISIS gets a little victory if they can sneak a terrorist in disguised as a refugee (although literally any other avenue of immigration would be easier for them). But they get a much bigger victory if the U.S. validates their propaganda that it is the enemy of all Arabs and Muslims.
