Ex-CIA Director Hayden: Russia election meddling was ‘most successful covert operation in history’



Michael Hayden, a former director of the NSA and the CIA, on Friday called Russia’s interference in the 2016 presidential election the “most successful covert influence operation in history.”

“Frankly, [the Russian meddling] is the most successful covert operation in history,” Hayden told a national security panel in response to a question from moderator Yahoo News Chief Investigative Correspondent Michael Isikoff. Hayden said the original cyberattack on the Democratic National Committee was not that surprising — and even from an intelligence perspective, impressive.

“I just have to admit as a former director of NSA, [Russia’s hack and theft of email] is honorable state espionage,” Hayden said to audience laughter, speaking at the Aspen Security Conference.

Isikoff interjected, asking if the Russian dissemination of the emails through WikiLeaks should still be considered “honorable state espionage.”

“If we as NSA could have an insight into … Russia through the same techniques, game on,” Hayden said. “But now you make the great distinction: What the Russians then did with the information. And then that turned [it] into what we call a covert influence operation.”

Hayden argued that the release of stolen Democratic emails on WikiLeaks was the Kremlin’s egregious act, not the hacks to obtain the information.

“This is, at its heart, not a cyber issue. At its heart, this is a Russia issue,” Hayden said. “The cyber-thing was a preliminary action in order to get some raw materials, … but that’s not what made this different. That’s not what made this egregious.”

Isikoff asked why the U.S. government has yet to clearly delineate a “red line” when it comes to cybersecurity violations from other countries even though the cyberthreat has existed for years.

Former Homeland Security Secretary Michael Chertoff, also on the panel, responded that the Defense Department had issued a guideline which said attacks warrant a response if they result in loss of life or serious economic damage.

“The truth is the technology and the techniques that can be used have actually evolved more rapidly than our thinking about it,” Chertoff said. “The value of norms would be it would start to create a basis for law-abiding countries to know when they can respond to a cyber act as if it were an act of war.”

The U.S. lacks a standard of proof, which makes it difficult to prove who’s responsible for a cyber attack, Chertoff said.

“If we confront the Russians, their response is, ‘Well, you don’t have 100 percent proof, so we reject it,’” Chertoff said. “We have to establish a consensus about how much is enough.

When Gen. Hayden went to congress and testified that if the NSA followed Bin Laden to Canada and he crossed into the U.S. he couldn't do anything about it is the day I realized he was a fraud who was testifying to cover his ass over 9/11. He used his testimony to deconstruct a slew of civil right protections we had.

I so dislike Hayden in his Hillary-esque way he could so easily absolve himself in culpability of any sort. But they both pale compared to Obama. WOW!

Hayden is a hack. Chertoff is too, for that matter. But I don't see the part of this exchange where Hayden interrupts Chertoff to correct him when he says "we don't have 100% proof." That's because we don't. If you accept the premise that the Russian government hacked the DNC to get embarrassing emails and released them to help Trump win, then what he says about it being "the most successful covert influence operation in history" follows. But as long as they are simply relying on Crowdstrike's report to make that conclusion, I sure don't want us launching a war over it. Seriously, do you? Remember, Crowdstrike originally identified North Korea as the Sony hackers, the US authorities accepted that conclusion as well, and it is now widely viewed as an inside job.

Trump's presidency sure isn't. The moron got himself investigated for clumsily attempting to cover up his collusion with this operation. Which threatens the entire plan.

Trump is Putin's weakest link. A ruthless mastermind like him would probably long ago had a bumbling fool like Trump eliminated for almost destroying his master stroke. But Trump's incompetence is also his best weapon against this nation and the most brilliant piece of the plan. Boy he must be conflicted.

That's the only answer that the right needs. Where is the evidence of "collusion?" What is the evidence that Russia even attempted to alter the outcome of the election. None of it exists...

The ultimate effect is that we have an incompetent moron in the WH. Seriously, one of the most frequent complaints from you righties is that you wished he would stop tweeting. That is an okay goal for you to have if the person is a teenage girl. When it's the POTUS, You done f'ed up and you know it.

The very fact that you would have a president who would collude with an enemy state in an attack on his own nation is something they would even put in a spy novel it so absurdly outrageous. The result is having your leader under the the thumb of said enemy state. It's paying off for Vlad in spades. Trump is the gift that keeps giving as far as he is concerned. If you want specifics I have listed some and the list keep growing.

When did Hayden leave government work? Yep, long before Vlad allegedly ruined your party and now you're going to take what he says as testimony of fact? ha ha ha
Because what he says is obviously true. This was a the greatest spy operation in history. They overthrew the govt of the most power country in the world and put their guy in power without firing a shot.

You have to respect that no matter which side you are on. It was brilliant.
