As you your question, I’m sure you know that the DOJ has an internal disciplinary process which does indeed find that its people did something wrong. Strzok, for example, was demoted, but Trump wants to punish people as he unilaterally sees fit if they criticize him.

As to Ohr, he doesn’t even work on the Mueller probe. I don’t think he ever has. But his wife worked for Fusion GPS, a company on Trump’s enemies list. And Trump knows that taking away Ohr’s clearance is tantamount to taking away his DOJ job. That achieves the revenge he seeks, and is a message to others that they criticize Trump, or investigate him or his cronies, at the risk of losing their jobs.
