False standard, Russia didn't have to change votes in order to help Trump in the 2016 election.
Change votes is a distraction to Trump knowing about, welcoming and using help from Russia

In other words, Russia wanted Trump to win, and helped him, and the Trump campaign counted on Russia’s help, but there is insufficient evidence to show that members of the Trump campaign worked to directly aid the Russians in manipulating the election.
