1. The cages were built under Bush.
2. Obama did put some kids in cages, but the rate at which kids were put in cages more than quadrupled due to Trump changing the policy from incarcerating unaccompanied minors only to incarcerating both unaccompanied minors and those migrating as part of a family unit.
