In my view, you do it through a national sales tax. Everyone pays in and everyone qualifies for catastrophic (read: inpatient) care. You get your routine, preventive and outpatient procedures through private insurance, out-of-pocket or charity paid care.

I would be willing to bet that would make the economy actually work better, by freeing up money businesses (and not-for-profits) currently pay for their workers' insurance to be invested in higher wages and capex.
That might be a path to take as long as it's not a requirement or mandate of the government that we must buy something.

I was answering your question. Yes, insurance companies will have to be allowed to fail if we are to save people from being killed or financially ruined by preventable and treatable illnesses.
You said they would fund your scheme. If they ruined, how will they do that?
