False. Rebuilding the German military after it's being crippled post-WWI & Versailles was one component of the economic program. It also including housing, roads, and more. Probably, the reference to blacks paying more for housing is based on higher mortgage loan rates and fees. Of course, these are determined by standard measures of credit worthiness regardless of race. The agenda is only served, though, by attributing it to racism rather than reality.
