That person is responsible for supervising the transport of that money to where it will be flown to Tehran...and someone signs for it. When it gets to Iran, someone has to sign for it....Each step of the way.

What would traceable cash look like, in your view? The serial numbers would have been recorded...that is all done with currency counting machines these days.

What banks were approached to transfer this money? None. The money transfer you are talking about was from a bank in Oman.
