It is not my job or interest to approach "public health" as anything other than what it is . A collection of people and individual behaviors that create health problems for those people.
In some cases - like diseases that are transmitted by casual contact - there is a certain amount of Gov't intervention and/or recommendation that may be appropriate. But when one can avoid exposure - by avoiding a very specific non casual activity - then it is up to that person - to moderate their own behavior. It is not my obligation to risk a vaccination - so that other people don't risk infection because the vaccine is not effective. But to the extent that it is not effective - it is MORE effective - to merely not engage in the kind of activities - ie having sex with an infected person - than to have the vaccine.

So, as I said, your reason for opposing the vaccine is so you can try to scare people into adopting your standards of appropriate sexual behavior.

I don't "oppose the vaccine". I oppose mandatory requiring of a vaccine. I oppose all mandatory requirements but find the argument for for mandating one for a disease which is not readily and easily communicable by causal contact particularly specious.

How other people conduct their personal affairs and their sex lives, is of no interest nor is it of any concern to me. But I catgorically reject the idea becuase OTHER people are inmmoral and engage in lewd and or plain irresponsible behaviors that I must do something - in this case vaccinate my children - to protect others. I do oppose giving my children the vaccine before they are of age to understand the risks and consent to it themselves. Will that be 18? Generally that is the age they can go and get it without my permission. Will it be younger? Perhaps if they are otherwise mature and show good judgement and well thought out arguments. Either way that is between me and my children. You are free to raise your kids however you want. Regardless in the end, none of this is a risk to anyone else - if they modify their behavior. That is not "scaring" anyone. It is pointing out - appropriately - that it is the behaviors that create the risks. As in all actions the decisions to have sex can have life threatening and life altering consequences. Regardless of HPV which has a miniscule risk of becoming anything serious - sex itself is fraught with risks and life long consequences. If one is not capable of making informed consent and dealing with all the potential risks and life long impacts of their decisions, they are not capable of consent. "Big Pharma" has to be paid to develop vaccines because they are almost always unprofitable in and of themselves. The insurance companies subsidize vaccination because more vaccinations mean fewer people getting sick which means fewer claims for the insurance companies to pay out. You'll have to back up the claim in your first sentence and also appreciate that it's a matter of relative risk.
