The United States was founded by “we the people,” not by state governments. The representatives of the people chose to adopt a ratification procedure based on approvals from state legislatures (as they chose to do other things like create an Electoral College, constrained as they were by powerful special interests), but they had no obligation to do so.

Red states receive no higher per capita amount of federal dollars than blue states. Red states DO run SMALLER budgets and therefore the federal funds they DO receive make up a larger percentage of their budgets. Simple math for even the lowest left wing IQ, right?

Well nobody said that California was immune to the red state drug epidemic spreading our way. Those red state spread the disease of opiate addiction to places where it didn't belong. The EC does not work today as it was designed. Those changes were not made by the normal process of an amendment to the constitution.

Look back on the original design and see if the current implementation is actually conforming to a "clear intent" as stated in the original design.

The constitution does state, quite clearly, that the states may select their electors as they see fit. The current Popular Vote effort would be in compliance.
