If Trump is such an authoritarian..

Why is he allowing the state governors to individually deal with their populations?

This would be a golden opportunity for a true authoritarian to impose massive federal government controls on the populace, no?

There's only a few options
A. He's not an authoritarian at all, some just disagree with his stances and need the negative label to apply
B. He's an authoritarian (somehow), but is just incredibly weak at being one. Thus, needs to be mocked for his weakness. (Oddly enough, if he were strong in the matter at hand, he'd be criticized and denounced by these same people, so credibility is entirely forfeited from those making this claim.)
C. He's an authoritarian (somehow), but is just incompetent at being an one, while putting forward clearly anti-authoritarian policies (which points back to the question of if he's even one.)

So for those on PJ who think Trump is an authoritarian, which are you? A, B, or C?

Why isn't he being an authoritarian in this crisis?

in this case trump wants the responsibility spread around as much as possible. That way he always has someone to point a finger at and get the focus off of himself. trump always needs a fall guy.

What does that have to do with Trump being an authoritarian?

An authoritarian and non-authoritarian can both spread things around to get heat off their back. That's a different issue.
