Just your lies and misleading claims about the Impoundment Control Act on this thread are enough to call you a liar......and that doesn't even include the daily garbage you lie about.......some of which I cited above. If everyone is calling you that and pointing the facts out then maybe you have a problem. Wake up.
again, you call others liars without evidence. Even your post on the Impoundment Control act proves I was right, the opinion expressed about why the president didn't need to notify Congress flies in the face of the people who told Trump his hold was illegal.

So somewhere in those amendments it says the accused may instruct witnesses not to testify?

It's not a "criminal prosecution" but the Constitution clearly calls out the "high crimes and misdemeanors" standard (misdemeanors of course, in the 1776 sense and not today's) which would seem to require some sort of criminal statute violation by the impeached. It was not designed to go after a POTUS for technical violations of Congressional spending legislation. Which is, of course, why this impeachment effort has been met with yawns by the American people.
