White people are more than 4 times as likely to have the very specific forms of ID required for voting as Blacks are. Whites are more likely to own cars ... but you can also drive legally (but not vote legally) using a driver’s license listing a previous address.

Your link basically just says that they tried to deliberately and blatantly make it harder for Black people to vote, but they had to back down due to public resistance that led to a federal investigation which caught them, so they settled for just making it harder for urban people to vote.
