A majority of voters in Blaine County in north-central Montana (on the Canadian border) has voted with the winner in every presidential election but one since 1916. This can be said of no other county in the U.S.

In 1988 a majority voted for Michael Dukakis, the first time the county had not sided with the winner since 1912 when a majority voted for Theodore Roosevelt in an election won by Woodrow Wilson. But in the 7 following elections the county again voted with the winner.

Blaine County, which includes much of the Ft. Belknap (Assiniboine-Gros Ventre) Reservation, is 53% white and 45% Native American. The largest towns are Ft. Belknap Agency, with 1300 (96% Native); Chinook, with 1200 (91% white); Hays, with 800 (95% Native); and Harlem, with 800 (52% Native/42% white). Total population of the county is 7,000, with 28% below the poverty line. Catholicism is the primary religion with a large Lutheran minority.

The county includes one two-year college, Aaniiih Nakoda College, and 2 high schools, Chinook and Harlem High Schools. The Assiniboine-Gros Ventre tribe is the top employer. Agriculture is the primary business and wheat is the main product, followed by potatoes and beef.

Montana as a state, however, voted for a lot more losers than Blaine County: Nixon in the 1960 election won by Kennedy, Ford in the 1976 election won by Carter, Dole in 1996, McCain in 2008, and Romney in 2012. On the other hand, Montana did vote for Bush when he beat Dukakis and broke Blaine County's streak.
