If they release a lot of hard timers and small time crooks the ones who don't have a support group and no way to make a living what are they going to do?
I used to live an hours drive south of Pelican Bay state prison, the idiot Calif Governor decided to cut the budget and they did a bunch of early releases.
The crime rate in Humboldt county went way up as in the words of one sherriff I knew "When they run out of money, which takes a couple of weeks, they go back to their old habits and tricks. Then we get them back behind bars".
Is this a possibility here with the prisoners they are releasing.
