Remember those striking teachers earlier this year?

Again, no one is talking about giving away anything. We are talking about money that is set aside for their education as a matter of legal right, confirmed under the U.S. constitution by the courts. Their property.
Nope, laws change. Monies re-appropriated for proper use can and will happen. "Settled law" is an idiots understanding.
 
You would have to change the Constitution (14th Amendment) to begin to make it legal to provide education for some children and not others.
An amendment has been repealed when it no longer served the people. But in truth strict constructionism takes care of the problem.
 
As long as the 14th Amendment is there it must be followed. And as long as it is followed what you are proposing is illegal.
That's your opinion. Opinions change and will change back to constructionist of the constitution because this living document style has been mostly a disaster.

Not my opinion only. The Supreme Court’s opinion, based on the plain language of the Constitution and the stated intent of the Congress that wrote the amendment.
