No.... I don't think he's lying or too stupid to understand what happened.
His comment above seems to be in relation to election rigging within our own system -- it was not pertaining to Russia's interference. imo
Trump kept claiming during his campaign if Hillary won -- it was because the election was rigged.
That's my take on Obama's comments, it's regarding (two different scenarios).
