That’s ridiculous. The percentage of Black people having negative interactions with police is far greater than the percentage committing a violent crime. Therefore violent crime cannot be the common cause.
The common factors shared by the tiny number of Blacks committing violent crimes, and the much larger number at risk from police violence, of course, are housing segregation and employment discrimination. When a neighborhood includes few whites, and Blacks have to work harder and be smarter to get jobs at all, there will be lots of crime. Since the police and courts don’t care much about violence, especially against women and children, in the ghetto, brutes will walk free and people are brutalized. There will be drug use by a large minority who can’t bear their social conditions, which will lead to more crime. All this means more police coverage of the entire neighborhood. More harassment of people who aren’t doing anything wrong, just so cops can relieve their boredom or pass out their time clocks. For the most brutal cops, shakedowns and sexual coercion of the population. Meanwhile in the affluent white neighborhoods cops can be called just because Blacks are walking around, because that’s one means via which segregation can be maintained. And as everyone in the neighborhood personally knows people who have been murdered by police, the police are hated. They can never turn their backs to anyone—even their own partners or spouses given the gangs’ influence over police. They are scared to death and trained to shoot first and ask questions later. And the system functions exactly as intended. Genocidally.

What's relevant in House spending , and pardon ETR, the fake communist/socialist(* We do have Emily who is a real socialist who understand economic policy as a socialist), is that all spending bills must originate in the house per the constitution and the President can either sign or veto the bill, that is all he can do. It is the system of checks and balances.
