The sooner the better. I believe the problem is not so much the fact that there are some bad cops but the fact that the misdeeds of bad cops are so routinely covered up. This often involves the tampering with the evidence and/or everybody lying to protect them. In this case all 4 officers should be charged with murder. Not murder in the 3rd degree but murder in the first degree. That cop had people telling him that Floyd was not breathing. He kept his knee there for an addition nearly 3 minutes. That's first degree murder because he knew damn well that what he was doing could kill the man and he continued to do it.
They need to all be charged with 1st degree murder.

That’s kind of a tough one. Cops like soldiers do form a brotherhood, got to have each other’s backs as they take crap from above and below. They don’t appreciate their rightful authority being challenged and they don’t appreciate anyone jumping ugly and threatening their chances of going home safe that night. So when a broken taillight results in a ridiculous 100mph chase the offender is treated worse than sometimes the law allows. Cops should know a degree to which is acceptable to others and being human, it’s bound to happen when Adrenalin is high. It’s impossible for the ones working together and seen it before to suddenly turn on their partners. The word is “reasonable”. Some testing involves math, writing, a psych test, background check, and a lie detector exam. Departments ought to standardize all of these, set the parameters high and be accountable for whom they take on. The public should be better educated and responsible as well. There are far too many people who don’t understand their rights or responsibilities.
