The case is strong. Which is why the Senate Republicans have gone to such great lengths to create excuses to continue with their cover up for not actually considering the facts. You want to pretend the problem is discourse and not the unprecedented partisan actions they took to hide evidence from themselves and the public.

On Thursday, Pentagon spokesman Rear Adm. John Kirby said that, under the "exceptional circumstances" involved in the controversial prisoner swap, "the administration determined that it was necessary and appropriate to forego 30 days' notice."

"The executive branch must have the flexibility, among other things, to act swiftly in conducting negotiations with foreign countries regarding the circumstances of detainee transfers," Kirby said.

The OMB disagrees, citing past precedent of latitude being given to Presidents to manage appropriations in accordance with policy initiatives.

“We disagree with GAO’s opinion,” Semmel said. “OMB uses its apportionment authority to ensure taxpayer dollars are properly spent consistent with the President’s priorities and with the law.”

The other issue here that makes this decision by the GAO questionable is that the aid was released before it was legally required to be appropriated.

And The Impoundment Control Act explicitly provides for a resolution of a situation in which the president allegedly violates it, and it isn't impeachment

Also, the ICA has a procedure DIRECTLY on point regarding a failure of the executive branch to convey a special message giving a rationale for withholding aid. Again, it isn't impeachment:
