There is a difference of before and after. Look at all the deaths that ensued at pearl harbor and its aftermath.

Egypt, Syria, Ukraine Libya, Iraq and Afghanistan were were all fairly stable when he left office because the world knew that he'd use our military. He took a lot of guff for that in Europe and in this country, but it worked.
