Were you around at the time? Probably not. Busing was an idiotic plan. The actual outcome was that parents took their kids out of public schools and sent them to catholic or private schools. The clear reason was that since schools were funded by real estate taxes, schools in the inner city sucked and schools in upper middle class suburbs were well funded. Busing didn't change that. So you might be paying $6k for real estate taxes your child is being sent to a school being funded by taxes closer to $1k.
I'd say hell no. There were other and better ways. Redraw districts. Change the allocation of money....instead of a county allocation, make it state wide. The state collects all real estate money and bases school funding on the number of students.
But no...some people thought everything would be better if a hundred black kids swapped places with a hundred white kids.
