9-11 didn't throw the American economy into a tail spin. It was the Clinton recession, brought about by his policies of the late 90s.It's not so easy to predict and control. You can get crop insurance for run-of-mill bad weather. There will always be unpredictable events like Chernoybl or 9/11 which can still throw an economy into free-fall regardless of economic system.
