This is comparing the rate of blacks committing violent crimes as opposed to other races. Blacks commit 5 times as many violent crimes so they get into far more police encounters. What is racist is holding Blacks as a race collectively responsible for the actions of those Blacks who are criminals. Whites are more likely to be killed per police interaction because whites are unlikely to have police interactions unless they are committing crimes, which explains why whites killed by police are so much more likely to have guns than Blacks who are killed by police. Meanwhile, Blacks are less likely to be killed per interaction but more likely to be killed overall because innocent Blacks who aren't committing crimes routinely are hassled by police, and each time there is a chance ... not as great a chance as with the white criminal popping off with a gun ... that that Black person will be killed.
