So according to your link, non-citizens ARE voting, just not all that much. So if we accept your premise that non-citizens can and do in fact vote, we are left with the question to what extent? The author of your link says it's because they aren't being caught...I would agree. But that is hardly "proof" that they are not voting, as your own link confirms the fact that they are. LOL!
You act as though voter registration is completely uncontrolled and unverified. If you were right we'd have an even bigger problem with people registering to vote multiple times using fake ID.

That few are caught shows that few are voting illegally. The Trump voters caught voting illegally in the last election prove that when someone votes illegally it is the most trivial thing in the world to catch them.

With all those millions of illegal immigrants voting, how do republicans ever win?

How in hell did these millions of people register to vote? In colorado you can register with a utility bill in your name. That verifies the person's home address. If they want to vote absentee, they will have to return the ballot with a photo ID the first time they vote. The Colorado election website specifies acceptable ID.

After that the person's signature and address are verified each time they vote.

Check your own state for their rules.

The fact is that there are constant investigations into who voted. It is ridiculous to think that the number of independent reviews as well as party investigations find a handful of people submitting fraudulent ballots, but there must have been hundreds of thousands or even millions more.

so the hell with anonymous votes. We can just go after the people who vote we don't like, right?

Seems like a kind of election Stalin or Saddam would love.
