Not a stretch at all. Indeed, your post is illustrative of the point. Again, Putin hates Biden. Among other things, Biden is a staunch defender of Ukraine. Putin knew that, if he refused to release Whelan, carpers in the US would blame Biden, not Putin, serving Putin’s goal of weakening his adversary - Biden. And that is exactly what is happening.
