Putin did. He claimed Ukraine was a threat to Russia and he would have to demilitarize the country and denazify it.
So now you believe him, but when he said for two decades that NATO in Ukraine was a "red line" you think he was lying? LOL!

2014 was when a US-supported coup instigated a civil war in Ukraine that killed 14,000 Ukrainians by 2022; who got rich(er) from that?

Was there even an application for membership in Nato under consideration? No.

Did you know that the process of membership could not have moved forward as long as fighting in Donbas went on? Nations involved in warfare are not eligible.
