Red Flag is one possible solution.
Who gets to decide what "qualifies" you for a "red flag" weapons ban? If you don't believe in "climate change" or "covid masking" or "gender fluidity," will the government be able to deem you "insane" and take away your gun rights? I'm guessing you either did your usual "I've looked at this and nothing can possibly go wrong by giving government more power over us" level of "analysis" or you are being disingenuous in an effort to effect exactly that outcome. Which is it?

My thought was to provide an APL to someone when they buy a gun for the first time. On the card would be the person's picture and embedded on the chip would be the serial number and caliber of weapons this individual legally owns. You can only buy ammo in the caliber of weapons on the card. If you sell the gun then the entry on your card is removed.

This would mean that everytime someone buys ammo it would be verified that the individual had passed a background check.

There would be no centralized data base that would identify gun owners.
Of course not...it would all be administered by "honest" bureaucrats working only to serve the people. It would never evolve into a "centralized data base that would identify gun owners. Again, I'm sure you have looked into this in detail and determined that nothing could possibly go wrong with this policy...

To date, no effort has been taken by the ATF to create a database of background checks to track gun owners. It certainly couldn't be done without any sort of oversight. In other words, the NRA and the republicans in congress would kill it.

I'm sure you have not looked into red flag laws in any state...

So you cannot, or prefer not to, answer my question. I'm sure you have not "looked into" how many laws were passed that were subsequently perverted by the big government authoritarians that you service here day after day after day...

So you are suggesting that guns cannot be traced? There's a few hundred thousand inmates who would beg to differ with you.

That depends on which state you are talking about. In Colorado it is only a family member, police or a psychiatrist.

The petition for an ERPO can come from family members, household members, domestic partners, law enforcement, or other concerned third parties....like a co-worker. A judge reviews the request.

That depends on which state you are talking about. In Colorado it is only a family member, police or a psychiatrist.

Did you read the laws? Nah...Here is the list of those who can file an ERPO in Colorado.

Law enforcement and family or household members (including persons related by blood, marriage, or adoption, persons with a child in common, persons who regularly reside or regularly resided with the respondent in the last six months, domestic partners, parents, children, stepparents, stepchildren, grandparents, grandchildren, legal guardians, current or former unmarried couples) may petition for an ERPO.

Through the serial number.
That gets you from the manufacturer to the FFL it was shipped to. Then you can search the paperwork filed at the FFL, if they are still in business. If you find it you have now gotten to the first owner....If the owner kept a record of having sold it you might find the second owner. If not the trail is a dead end.
