1. There was nothing at all in Steele's dossier that documented anything illegal, nor was it intended to be used in a court of law.
2. As justification for surveillance of Carter Page it was sufficient.
3. Combined with information from Downer and others there was every reason to examine meetings between Russian officials and the Trump campaign for suspicion of collusion.

Absolutely. It would have been criminal if our intel/law enforcement people did NOT investigate it. But in Trumplandia, it’s considered criminal to investigate it.
