We can do that as soon as we have sufficient public transport to handle the need. In the meantime, we have spent years and years instituting and improving on driving safety measures - antilock brakes, seat belts, speed governors, traffic laws, etc. Like many things in life, driving is not risk free. But we minimize the risk as much as possible. This pandemic is a temporary situation. In an effort to minimize the risk as much as possible, we have instituted safety measures: social distancing, closing of non critical businesses, etc. We will lift those temporary measures when it is safe and possible to do so. If we need to supplement people's cash in order to enable us to continue these temporary measures as long as they need to be continued, we should do so. What we should not do is force low-income people to risk their lives to eat. Lives are more important.
