Definition 1 - they are not allowed to vote, as far as the paperwork says that
Definition 2 - they are being allowed to vote, by ignoring the paperwork, and just going ahead and voting, with no requirement to show proof of citizenship.

? Either way, anyone attempting to vote illegally would be caught with trivial ease and prosecuted, and their vote would not be counted.

Every state requires proof. In some states that proof involves two or three forms of ID...a driver's license, SS number etc...
