I actually agree with this. If a felon hasn't paid his fines, he's not clear of what he was punished for.

Whether or not someone has paid their fines is a civil matter. Taking away ones voting rights over money owed is tantamount to a poll tax. Nice try again by GOP to prevent people from voting.

If someone hasn't paid their fines then they haven't done what was required of them. It is likely they could be re-incarcerated for non-payment. Felons should not be "ex" felons until they have done their penance.
