In some circles this sort of thing is simply a progression of young folks looking for entertainment. They probably didn't even think of potential repercussions since so many folks are being let out to repeat their offenses. It's not as though they have to spend their time working at anything.
Perhaps the folks promoting this type of thing are enjoying the results.
