"would become". As is, it wasn't at the time. As in it later would become known as that.

Just like before obamicare was actually enacted there was a catalyst that began it's development. Variations, drafts, proposals etc. that were being discussed and floating around.

Indications of what was coming. Same as the tea party.

I attended two town hall meetings in 2009 to explain options for health insurance reform. Both were disrupted by bused in members of the Tea Party express. I actually spoke to two people who admitted they both got instructions from FreedomWorks on how to go about disrupting those town hall meetings.
