Your legal interpretation is insane ... you are saying that we have to deliberately make our society less healthy because doing the things that would protect citizens’ health would also benefit undocumented immigrants. And of course that logic can be applied right down the line. It would be a felony to pass laws against race discrimination because eliminating race discrimination makes the country more attractive to the undocumented. It would be a felony to regulate hazardous waste disposal because if we want to discourage the undocumented from living here it would be best to have hazardous waste all over the place.
