You're talking raw numbers. Santorum is speaking of percentages.

For example, of the 110 homicides in Oakland last year, 100 were Hispanic or Black.

Does that mean more Hispanics and blacks died as a result of homicide last year, no. But it's the percentages that are telling.

So don't count ACTUAL numbers....count percentages....gotcha.

Why shouldn't people be coerced to fish? Fear and pain are great motivators.

Yes but.....the popular GOP allusion is to "teach", not "coerce". If the GOP means "coerce", maybe they should say "coerce"? Of course....that'd raise a bit of a problem in that everyone knows that it's silly to trying coercing someone into doing something they don't know how to do. And...it's silly to try coercing someone into catching a fish when there're no fish in the lake.
