Fact is most people on welfare are white, Lapcat...by simple virtue of being the racial majority in the country.

You're talking raw numbers. Santorum is speaking of percentages.

For example, of the 110 homicides in Oakland last year, 100 were Hispanic or Black.

Does that mean more Hispanics and blacks died as a result of homicide last year, no. But it's the percentages that are telling.
