If they commit any act of violence or theft to get there, they are immediately returned to the custody of U.S. authorities even if they fear persecution. Meanwhile, the U.S. makes it very difficult for Americans to go to Cuba (not wanting us to see what it is like for ourselves), while also making it very hard for Cubans to come here legally (since if they float across the ocean it looks better).
