The civilian leadership hasn't declared war since 1942, yet the US military has maimed, murdered, and displaced millions of innocent civilians since WWII ended.
The military/industrial complex is the relationship between the military and "defense" industry that supplies it.
Together they pull the strings of civilian leadership to ensure eternal for-profit wars on the opposite side of the planet from DC.

2) There are good arguments saying the planet is CO2 starved.
3) I don't believe they know what the CO2 concentration was 14 million years ago with any degree of scientific accuracy that isn't plus or minus 50-70%.
