It's like some here didn't take, or listen to, Civics taught in HS.How? Passing a constitutional amendment without a convention requires a 2/3 vote in both houses of Congress and 3/4 of state legislatures. So even if 1/3 of members of either house of Congress or a majority in 1 house of 13 state legislatures disagree with the majority, they can absolutely prevent the majority from passing an amendment.
In other words, the elites make the decision, not the majority.
And their ignorance is the end result today.
