China was engaged in a civil war in 1945 between the nationalists and the communists. The nationalists ruled Taiwan...which explained how they moved their army, government and a lot of citizens to Taiwan. The communist party did not rule China in 1945.

Did you realize that a one china policy does not actually state that the communist party should rule China if Taiwan and the mainland were re-united?

The ROC is basically stating that they would agree to one china if there were a free and fair election for the people of China to decide which they prefer.
