The blame lies with the constant division and polarization that Donald has been pushing and fanning since he became president, as well as the white supremacist groups who are seeking to advance and bring about the boogaloo as soon as they can and are using this situation to do so. If Donald were a leader (hahaha, I know, right?), he would be calming people down and saying we'd look into the situation with the police force (even if he never intended to do so, and he certainly does not intend to do so) rather than threatening to sic the military on citizens of the United States exercising their constitutional right to protest. He's not just going after the looters, he's going after the protesters. And his acts so far have been deliberate attempts to fan the flames of the riot, not calm them. Chaos is his friend.

The riots and protests basically ended the virus panic.

Imagine living in a blue city and having business. And they wouldn't let you open. But- looters free to burn it down. NYC's lack of action was deplorable.

Deplorable indeed! The Southern part of our State has not been allowed to open up, yet our Governor has allowed protestors to gather, without enforcing any social distancing or masks. She is going to have a hard time after this using the virus as her excuse to keep the businesses closed.
