So you know for a fact that they checked every envelope? Any counterfeiter worth his salt will tell you rule number 1 is "don't use the same serial number." You're a programmer - would you be able to parse a database to get the names of those who didn't respond, compile a list, and print out say, 80,000 or so unique envelopes to go with your "xeroxed" ballots? I know I could.
And where would you get the names of those who have not voted? Where would you get the list of serial numbers for those voters?
And when would you print those out? How would you get them into the processing center? Don't forget the signatures....
Have you ever seen a voter database? I have. We purchased the voter database for Colorado. It was expensive and it was not a current copy as of election day. It was a copy from before the election. It was a CSV file and was a pain in the ass to program for.
So unless you hacked the voter data as of an hour after the last mail in ballot had been counted....you couldn't possibly know of 80,000 voters who had not cast a ballot and if you went with data from the day before (or from August 2020, more likely)...you'd have thousands of duplicate.
Have you ever programmed to read a CSV file? I have no idea how you'd get access to the serial numbers on envelopes and addresses they were mailed to. Do you? I'd bet not.
